A proclamation declaring South Carolina separate, independent, free, and sovereign is issued by Governor Francis W. Pickens.
New York Senator William H. Seward proposes an amendment to the U. S. Constitution that Congress should never interfere with slaves in the states, that jury trials be given to fugitive slaves, and that state constitutions with personal liberty laws in opposition to the U. S. Constitution be revised.
